Licinius was born as Licinianus Licinus in the Roman province of Dacia around 265. He fought in the Roman army with his friend, later Emperor Galerius, against the Sasanians.
After he was proclaimed emperor of the West in Carnuntum, he first formed a strategic alliance with Constantine the Great, whose half-sister he then married in 313. They also concluded the agreement of the Edict of Milan in 313, which would guarantee religious freedom to everyone in the empire.
However, the two quarreled about elevating the rank of Bassianus, one of Constantine’s brothers-in-law, which led to a civil war in which Licinius succumbed in 324.
