When Valentinian was proclaimed emperor by his troops in 364, he chose the poorer western part of the Roman Empire for himself and his dominion. Here he also resided in Paris. He left the eastern part to his brother Valens, whom he then proclaimed co-emperor in the same year.
The separation of the Roman Empire into Eastern and Western Rome, each with their own court and administration, would be final. He was a skilled military leader and was able to stabilize the fiercely contested borders on the Rhine and the Danube, to some extent long after his death. On the domestic front, he strove for fair taxation and fought hard against corruption.
